Background

 

Emergency Preparedness has been prioritized as part of the IRC’s organizational mission to respond to the world’s worst humanitarian crises and help people to survive and rebuild their lives.  The goal of the Emergency Response Unit is to increase the staffing, resources and systems needed to execute high quality responses to four large-scale emergencies concurrently. This requires a global capacity to deliver assistance to support survival within 72 hours of a crisis declaration either directly or through partners.

 

One aspect of reaching this goal is through the development of emergency teams within the IRC’s country programs, as well as through the strengthening of local partnerships to respond in an emergency.  While the IRC has had an international emergency roster (IER) for many years, no formal emergency rosters currently exist at the country program level, but plans are underway to pilot this concept in three countries over the next 6 months. In terms of partners, the IRC has been piloting work with local partners in the Philippines over the past 18 months to strengthen their emergency capacity through training and consultation. Both of these projects have resulted in a number of important lessons learned, including the need for standardized training modules around the basics of emergency response. Such modules would allow roster staff and partners to strengthen their emergency response capacity and thus be better prepared to work within the emergency context, and to respond more efficiently to future emergencies. This increased capacity would have a long-term and wide-ranging effect on people living in these areas who are affected by future emergencies.

 

Objective and Outputs

 

The objective of the consultancy is to develop curriculum and other materials to support the implementation of emergency capacity strengthening activities for IRC national staff and with local partners around the world.  These materials include standard curriculum modules to be used for training to assist partners in improving their overall emergency response capacity. Nine initial modules have already been developed which will serve as a model for the completion of this next stage. Materials to be developed may also include those used for assessing partner/CET capacity before, during and after capacity strengthening activities. 

 

 

 Duration of Project:

       Up to 40 consulting days (to be completed by August 31, 2015)

 

Outputs:

 

  1. Complete set of humanitarian training modules for priority learning areas identified by the IRC. This includes:
  1. Complete set of training facilitator notes, and fully developed participants guide/workbook for priority learning areas, including training delivery methodologies (based on principles of adult learning) and adaptable to a multitude of cultural settings.
  1. Tools to support assessment of staff/partners for capacity strengthening activities, including self-assessments, baseline assessments, etc. (tentative )

Activities include:

 

  1. Review of draft learning outcomes, key messages and existing training provided by IRC Emergency Preparedness and Response Unit after development with subject matter experts.
  2. Development of content for facilitator notes and participant manual according to learning outcomes and key messages, in cooperation and inputs from subject matter experts at IRC as needed.
