The IRC has been working in Liberia since 1997 providing humanitarian relief, as well as post conflict and development programming for women, youth, girls and boys in the country. The IRC implements innovative health, women and youth protection and empowerment, as well as refugee response programs in Lofa, Nimba, Margibi, Grand Bassa and Grand Gedeh counties. While Liberia has achieved significant progress since the end of the civil war 10 years ago, the security, social and economic situation of most Liberians remain fragile. SCOPE OF WORK: As a senior member of the country team, the Deputy Director will have overall responsibility to supervise, support, enhance quality, coherence, impact, sustainability and synergy of IRC Liberia’ current and future programming. The DD will be based in Monrovia and required to travel to the field often. S/he will develop and disseminate a vision of program evolution and quality internally and externally, playing a leading role in the oversight of implementation, operational and financial excellence and accountability, monitoring and evaluation, reporting and proposal writing and the development of the Country Program Strategic Plan (CPSP). S/he will report to the country director, supervise the WPE and CYPD coordinators based in Monrovia (2), as well as the Project Coordinators based in Lofa and Grand Gedeh (2). The DD will coordinate on a day-to-day basis with the finance, operations and grant departments. He/she will also coordinate with technical unit line ministries, partners, sister organizations and donors. RESPONSIBILITIES: * Strategy Development:in collaboration with the CD, and with guidance from the DRDP. * Lead the planning, development, implementation of IRC program initiatives with sector leads, in accordance with the strategic plans and liaise with IRC’s Technical Units for technical guidance on implementation and new program design. * Ensure effective and timely implementation of programmatic objectives of the CPSP and its regular reviews. * Participate actively in and contribute to strategic meetings and initiatives of the humanitarian and development community in IRC’s interest, e.g. cluster meetings, sector specific task forces, etc. * Maintain an up-to-date contextual analysis to ensure pertinence of all programming. * Program Quality: in collaboration with technical units - TU and DRDP, and with guidance from the CD * Provide leadership, guidance, and support on program quality tools and initiatives * Provide technical guidance on the design and implementation of assessments and evaluations, including their reports * Organize and chair regular program coordination meetings with relevant staff; * Conduct training of IRC staff on program design, monitoring, and evaluation, report writing, and proposal development. * Support programs to initiate and build partnerships with local partners * Conduct regular visits to program sites to monitor program quality and compliance and provide action-oriented feedback and recommendations * Create opportunities for learning lessons from existing programs and their application * Encourage the highest quality of design for all proposals, ensuring that our work is appropriate, impactful and sustainable. * Program Management: in close collaboration with the grants manager – GM, sector leads and with guidance from the CD * Ensure effective and timely implementation of programmatic objectives of grants * Work with the senior management team to develop operational budgets, which reflect a detailed understanding of situational parameters, beneficiary needs, available resources and technical possibilities; * Ensure the development and maintainance of monitoring plans, work plans, spending plans, procurement plans, staffing plans, etc. in collaboration with operations, finance and grants. * Support program leads to hold efficient and effective Opening, Review, and Closing Grants Meetings. * Ensure the monthly review of Budget vs. Actuals reports * Ensure that quality donor reports are generated and submitted to donors and headquarters in a timely manner. Oversee budget re-alignments and amendments when necessary; * Support and promote adherence to finance and operations controls related to program expenditures in accordance with IRC and donor policies and procedures; * Provide strategic oversight and on-going problem-solving guidance with reference to relationships with local authorities and Partners; * Ensure a close coordination and collaboration with the Operations Coordinator and HR Manager to ensure an adequate synergy between programs and operations. * Human Resources Management: in close collaboration with human resources - HR and with guidance from the CD * Provide excellent line management of all sector leads, including setting objectives and work plans, and carrying out regular coaching as well as periodic evaluations. * Working closely sector leads, oversee recruitment of all program staff and ensure the Performance Management System for program staff is carried out as required; * Ensure all program staff take adequate leave days as per IRC policy; * Foster a one-team approach, ensuring cross sector programmatic and structural collaboration and learning. * Represenation: in close coordination with sector and field leads, grants and CD * Represent IRC and IRC's interests with Government officials, donors, UN, and other operating and implementing partners when required or applicable; * Assist the CD in developing a strong relationship with donors to ensure sustainable funding of programs; * Represent IRC in lieu of the Country Director as necessary * Support sector leads in their representation roles in technical meetings * Other activities/responsibilities that may be required. REQUIREMENTS: * Master degree in relevant technical or managerial subject area * At least six years of international experience with two years of experience in the management of emergency, post-conflict or development programs. * Strong health background, complemented with women and youth programming. * Demonstrated skills and experience in program design and delivery, including proposal development. * Proven capacity in staff management, multi-tasking, time management and diplomacy. * Excellent communication and presentation skills. * Must be an innovative and creative problem solver, and a team player, with experience working with multi-cultural teams. * Fluent proficient in English.
